Join a newly established section working on civil preparedness in Helsingborg.

The city has high ambitions in this area and is working purposefully to ensure it is safe to visit, work, and live in the city, as well as to ensure good preparedness during peacetime crises and heightened readiness.

The section is now looking for a new colleague and a temporary replacement for a parental leave colleague, who, with a structured and forward-looking approach, contributes to strengthening the city's overall preparedness capacity.

About the workplace

The position is located in the section for civil preparedness and information security, which belongs to the unit for safety and security in the city management administration. The section is responsible for leading, coordinating, and developing the city's work related to crisis preparedness, civil defense, security protection, and information security. The unit's other section works with safety creation, crime prevention, damages, and insurance. The unit is led by the security manager for the city of Helsingborg, who is also the unit manager.

Job Responsibilities

As a security strategist focusing on civil preparedness, you will work closely with the manager and colleagues in the section, with your own areas of responsibility that may vary over time. The work is based on applicable legislation, national and regional planning, as well as the common points of departure for total defense and locally made political decisions. Environmental monitoring is an integral part of the assignment.

The section leads, develops, and coordinates the city's work with civil preparedness. You will work with risk and vulnerability analysis, continuity management, and implement measures identified in these processes. The parental leave position focuses on leadership, governance, connections, and safety points, while the permanent position is directed towards critical dependencies and capability planning. Population protection and exercises are included in both roles.

The work is conducted both strategically and operationally and takes place in close collaboration with the city's administrations, companies, rescue service associations, and external actors. The assignment is based on legal requirements within crisis preparedness, civil defense, and security protection, as well as agreements between MCF and SKR. You contribute to developing knowledge, capability, and awareness of civil preparedness throughout the city.

Qualifications

To succeed in the role of security strategist focusing on civil preparedness, we see that you have relevant higher education or other training combined with professional experience that the employer deems equivalent. You have experience working with civil preparedness, crisis preparedness, or related areas, preferably at a strategic level.

You have experience planning, leading, and following up projects and/or processes, as well as a good ability to conduct analyses, investigations, and follow-ups with a holistic view. You are well acquainted with working systematically based on legal requirements, governing documents, and political directions.

The role requires a very good ability to express yourself formally in Swedish, both orally and in writing. You are communicative and have an easy time explaining and anchoring complex issues in a clear and trustworthy manner, adapted to different target groups and levels.

You have good collaborative skills and enjoy working in broad cooperation, both internally within the organization and together with external actors. At the same time, you have the ability to work independently and take responsibility for your assignments.

Experience working in municipalities, regions, or other public operations, as well as a good understanding of the municipal mission and the division of responsibilities within civil preparedness, is meritorious. Likewise, experience in analysis, planning, and follow-up work at a strategic level. You have analytical skills and an operational understanding of essential societal functions.

The employment is placed in a security class, which means a requirement for Swedish citizenship and a satisfactory result in a security check with a background check before a hiring decision is made. The position may involve on-call duties.
